"We will require all constitutional officers, members of the legislature, state employees and lobbyists to participate in annual sexual harassment training", he said. This measure takes away the statue of limitations for complaints pending at the Legislative Ethics Commission, currently, complaints must be investigated within a year.

State Sen. Ira Silverstein (D-8th) who represents parts of Niles and Glenview, resigned his leadership position in the State Senate last week over sexual harassment allegations made in late 2016, brought to light in a state hearing last week.

But Madigan's plan revealed the vacancy and when Rotheimer, testifying last week in favor of it, publicized alleged incidents in which Silverstein, working with her past year on legislation, sent her inappropriate messages and paid her unwanted compliments.

Ofcom said the programmes had not offered balanced reporting, with hosts not challenging views but reinforcing opinions. It said the move was for commercial reasons as the channel was attracting only a small audience.

Rotheimer lodged a formal complaint against Silverstein with State Senate President John Cullerton's office November 30, 2016.

Investigations of legislators would have gone to the office of the legislative inspector general, a post which, until Sunday, had not been filled since 2014, a spokesman for Cullerton said. When pressed to confirm or deny any of the allegations, Silverstein said he would not comment further.

The measure was in response to sexual harassment complaints against Hollywood producer Harvey Weinstein and others and the revival of the #MeToo social media campaign among women who have been victims. She wants an entire rewrite of the state ethics law and wants legislative leaders taken out of the process of picking the IG.

Silverstein joined his Senate colleagues in overwhelmingly approving two measures aimed at addressing the sexual harassment scandal, and the House was expected to advance at least one additional measure later in the day.

At one point, Rothemier said the bill Silverstein was sponsoring for her was killed in committee, after which she claims Silverstein said, "You should call your boyfriend to be consoled". He told reporters he'd love to talk, but that his first conversation would be with the inspector general, "which I hope to have as soon as possible", he said.

Keith Wheeler of Oswego and State Reps. John Patterson, Cullerton's spokesman, said that complaint was forwarded to the Legislative Ethics Commission on December 7, 2016.

Both the Senate and the House also voted to create anti-sexual harassment task forces - to discuss other reforms on the issue.
