In the video, Democratic Rep. Matt Bradford of Montgomery County briefly places his hand on Republican Rep. Daryl Metcalfe's forearm while addressing the room.

"Representative Bradford", Metcalfe said after being touched. "I don't like men as you might but stop touching me all the time".

"I'm pretty much without any further comment that could be constructive at this time", Bradford added.

"Keep your hands to yourself", Metcalfe continued. If you want to touch somebody, you have people on your side of the aisle that might like it. "My intent was simply to beg for your permission for about thirty seconds".

BJP could lose majority in Gujarat, says ABP-CSDS survey
The BJP had swept the just-concluded civic polls in Uttar Pradesh, winning 14 of the 16 mayoral posts on offer. The first survey, conducted in August, had projected a vote gap of 30% between the BJP and the Congress.

"Then beg, don't touch", Rep. Metcalfe replied.

"I don't know where we go from here", was all Bradford could say.

Bradford said the committee meetings are often contentious and that he has often tried to quell disagreements between Metcalfe and other members.

Bradford was clearly taken aback at the chastising from Metcalfe, who is the committee chair.

Metcalfe attended Kansas State University and worked for more than 14 years as an electronic technician for Magnavox and a field engineer for DuPont/Dade Behring before being elected into the Pennsylvania House in 1998, according to his official profile.

"State Representative Daryl Metcalfe has always been a problem in Harrisburg", Pa. Democrats wrote in a released statement.

Metcalfe, 55, has represented Pennsylvania's 12th district since 1999. "It tells you something about the status of our politics in America today if [Metcalfe's words are] somehow acceptable or appropriate". "This is a government of 'We the People, ' and we the people are not done with this fight", Metcalfe said. I mean we're going back and forth in a hearing.
