Lawmakers in Kentucky are making strides to end child marriage across their state.
Despite the issue being a top priority for the 2018 session, the final vote on the measure (HB 21) nearly didn't come as the Senate and House were at odds for hours over whether the bill should include dedicated funding for Vivitrol, which is a monthly shot that has been successful in helping people with opioid addictions.
Sen. Albert Robinson, R-London, spoke against the measure, saying young marriages work out sometimes, citing his wife of almost 56 years as an example. The bill's moved quickly through the legislature, garnering the criticism from some.

The bill going to Republican Gov. Rick Scott would set limits on the marriage of 17-year-olds. Scott's office said he will sign the bill. "Since the year 2000, there have been 10,941 underage marriages in Kentucky", he said. "The days of a 13-year-old girl marrying a 33-year-old man are over". It carves out an exception for 16- and 17-year-olds when there's a pregnancy and neither partner is more than two years older than the other. The House, meanwhile, pushed a measure that would cut $30 million over that period and would institute a number of revenue diversions to pay for schools.
Rep. David Northrup, a Powell Republican and the chairman of the House Education Committee, said he was "in the dark" about the budget negotiations as of mid-afternoon Thursday.
