Cellphone video captured the intense moments that occurred Sunday after a hit-and-run crash in Miami.
The latter charge came after an officer pursued Lagutenko for a short time but cut off the pursuit because of the city's no chase policy in the event of non-violent crimes, according to the arrest report obtained by NBC. The cause of the wreck is unknown. In the end, however, he makes it out of the scene only to be found by the police later. That is when another witness at the scene pulls out a sledgehammer and bashes the windows of the auto while the vehicle is moving. He then starts bashing in the windows of the auto, starting at the driver's side and working his way around the entire vehicle.
In the video, one man screams "don't move", but the driver refuses to heed his words and attempts to run.
