Mueller's investigators are examining Kushner's business dealings during the presidential transition, and CNN has reported that other witnesses were asked about these matters in interviews earlier this year.
Lowell disputed that the initial security clearance application played any role in the delay in Kushner receiving his final clearance.
Kushner and several other White House employees were working under provisional clearances that allowed them to see classified material while the Federal Bureau of Investigation checks were under way.
